t is intereting to see that in some areas in Europe (e.g. Sweden), IT personell is starting to become a scarse resource, the IT consultant houses have difficulty in finding skilled people to hire.
Combined with the fact that Eastern Europe, China, India and other parts of the world are advancing their skill levels it might be possible that outsourcing will not be an issue of cost but of being able to employ the skills needed in the near future.
With the fact that R&D spending in the EU is comparitivly low in international terms, I see a potential risk of EU laging behind in innovation with IT and related segments. But this also opens opppertunities for cross-border and out-sourcing business ideas.
